You guys have one job in the summer, keep the splash pads open for 3 months of the year. At minimum inform the public when they are not functioning. You all should be forced to watch the children's disappointment on their faces. You literally have a digital sign saying " Come play in our splash pad" in front of a non-functional splash pad.
